mid to upper 80s closer to the east bay. we're talking about warm day for the a's game, sunny skies at our beaches and look at the beginning of the workweek that locks very similar. i'll have details coming up. >> carolyn: thank you. as the temperatures climb several bay area counties are opening cooling centers to help people deal with the heat. in santa clara county, centers will be on 70 at cupertino and morgan hill. you can cool off alameda county at three city libraries and the union city sports center. for more information go to abc7news.com and click on see it on tv. now to an east bay political fight that turned physical. a richmond city councilman is set to press charges against a community activist for punching him in the back of head and doing it right in front after a police officer. but the activist says the

councilman punched him first. >> reporter: rude and impolite and i'm sick of it. >> that is the councilman says a political rival yelled at him before he was assaulted. >> next thing i know, i feel this big thud to the back of my head. my neckline in the back of my head. wow, what was that. so i turn around and look and i get a sock right temple here. >> this video shows david moore being led away by police in handcuffs. the assault happened at a councilman candidates' meeting on the 1100 block of brickyard cove. he was cited and released. moore who is an active member of richmond alliance wrote this. i said is pretty mean things

calling him a bully and coward. he punched me in the fates and i tried to hit him back. police said they saw moore punch him. he did not see the other way around and that is why moore was taken into custody. while the incident is being investigated. they are investigating what they are calling improper touching of a female which is also a misdemeanor assault. he denies doing anything of sort. >> there are no charges pressed against me. there was conversation but there was no charges. >> david moore did not return our calls for further comment. buse feels that it's a sign of things to come. community organizations will be at tuesday's city council meeting to find out what happened. >> carolyn: governor brown has volunteered a bill from agencies

cutting off cellphone service. that is what bart did during a police shooting. the bill was a direct response to that decision. the governor says the measure could divert attention away from a true emergency. the governor has signed new legislation that targets abuse by used car dealers who sell older cars to people with bad credit. now, they have will to provide warranties for 30 days and post a fair market value on the vehicles they are selling. there are still 108 bills for the governor to sign or veto before tonight's deadline. >> in vallejo, federal investigators are helping police with a fire they say was intentionally set to destroy the law offices of ozzie davis. it started early yesterday morning in vallejo. sergio quintana has the details.

>> the inside of the mayor's offices is burned out shell of melted machines and crime scene tape. this is fire that is vicious. >> we expect it's arson and we characterizing as form of domestic terrorism. we have involved the f.b.i. >> we with able to get the first look inside as cleanup crews were sifting through the damage. the mayor was still shaken by the fire and didn't want to say much. >> what is your feeling about this? >> i'm not going to express my feeling. going through the investigation and piece together the pieces and we'll deal with what we have to deal with. >> fire teams were able to quickly knock the flames down when they arrived. >> inside the office, front door and waiting area had been sealed off with crime scene tape. investigators say this is where the fire started, but they have not yet said how it started.

now friends of the mayor are speculating about why this happened. >> i believe it is a direct attack against mayor davis. i believe this in regards to to stand up and call the attorney general. >> off camera then of the building says vandals have repeatedly targeted their office. he showed a collection of rocks that have been hurled through the windows during the last few months. they are concerned for his safety. >> any reason to believe that the mayor might be in danger? >> that is difficult question to answer. i would certainly say we're going to take all the precautionary steps to address the issue. >> carolyn: new this morning, a fund-raising concert is planned this afternoon to help rebuild san francisco businesses devastated by a fire last month.

on august 7th, flames raced through a business on ocean avenue causing $3 million in damage. to help them build the church and other building they are hosting christmas in september. for a suggested donation of $25, guests will are treated by a perform answer by a group. >> the family of 18-year-old man killed by oakland police rallied yesterday what they call racial profiling and police brutality. the demonstration took place at the east mount mall in oakland. in may, they were stopped and searched by police. that is when one was shot three times after he ran for unknown reasons. >> their job is to protect us. we got no protection. it's a shame, it's a shame.

everybody should be outraged. >> carolyn: oakland police say bluford had a gun near his body but the family tell us the weapon was planted. >> new this morning, the woman charged with murdering michelle le goes on trial tomorrow. they say she killed le in may of last year because she blamed her of wrecking her relationship with her daughter's father. her body was found nearly four months later in a remote area between pleasanton and sunol. prosecutors charged esteban with the body before the body was found based on cellphone records. an alameda county grand jury reviewed the evidence last september and indicted estebanfor murder. >> a mom accused of ditching her daughter in morgan hill during a shoplifting incident has an

extradition hearing scheduled in nevada. this is the mugshot. 38-year-old was arrested friday night in a nevada motel room with her 11-month-old son and a male friend. authorities had been looking for her for nine days. the search begin after police say she left her ten-year-old daughter with a cart full of groceries they were trying to steal at morgan hill safeway. >> coming up, a milestone in afghanistan, it marks the 2,000th death in the 11 year war. >> we'll check in on carmegeddon two, latest that has shut down a

the freeway has been shut down since friday night until crews demolish the overpass. i it's being called carmegeddon 2. if the work doesn't get finished in time. last year the first phase went fine and this time around caltrans is saying, so far, so good. >> bart trains are we rerouted around the pleasant hill station which means one of platforms is going to be closed. they are trying to stop water dripping. there is water that collected around the fair gates back during the winter months. work continues during four weekends between now and the end of october. so check with bart how to get around that work. >> a record number of riders taking caltrain adding six more trains starting tomorrow. they will two brand-new trains and four others that were

[ laughter ] >> you have to be a certain age or like r&b to like that song. >> it's warm there but some of the beaches around san mateo coast not quite at warm, we are going to get the fog out of the way and clear the coast. here is a look at lake tahoe. tahoe valley airport, 50 degrees. truckee is 46 and high of south lake at 79. we have looked at big change in yesterday to today. you can see the ground level ozone and as a result its spare-the-air day again. today actually, better call on the spare-the-air day. we didn't realize those warm temperatures but this afternoon we are climbing quickly and in fact this morning we're looking at wide range of temperatures. live doppler 7-hd showing we are clear but there is fog hugging the shoreline. we will look for that to pull back and give sunshine to friends in half moon bay and

pacifica with numbers in east bay valleys, pretty warm. 51 in santa rosa. we do cool off rather quickly overnight. even with all the heat for the afternoon, it should be a comfortable evening around the bay as we drop off again back into the 50s and even some 40s. we are looking at conditions really too warm up in inland valleys. sea breeze will remain weak. we will have a sea breeze but you have to be right at ocean beach to feel it. then we'll keep the warm to hot numbers right through tomorrow and into tuesday for inland valleys. i think the sea breeze, a stronger one is going to kick up around the coast on tuesday. here is where the air quality definitely is not so great. we saw the picture downtown and didn't look great in the city. poor air quality and santa clara and north bay. culprit, it's a double barrel

high pressure that gives us the lighted offshore flow. we're not looking at the gusty offshore winds, light offshore flow, we are looking at onshore push. making for a very warm day across the state. los angeles, north to south we are baking go here with 93 in l.a. 99 in sacramento. still warm numbers in the 70s. hundred in fresno. 83 at big sur. beach hazard through tomorrow. we talk about santa cruz how quickly it's going to warm up there. be careful because the large shore break, strong rip currents once again around santa cruz and twin lakes. back home, temperatures in the mid-70s. very pleasant for the bridge to bridge walk run here in the city. we've got the little league folks up in petaluma going to six flags to sign autographs in vallejo. warm day 84. 89 in san jose and about 95 in

san francisco's expanded plastic bag ban begins tomorrow. you will have to pay 10 cents for paper or bag from the city's retailers. no more plastic. it goes beyond the 2007 landmark law that targeted big box and grocery stores and will now include smaller and mom and pop stores. next year it will cover restaurants, as well. the ban is intended to help san francisco reach its zero waste goal. some smart students are brainstorming to help save money. they are member of the green engineering academy. they took part in a major effort to cut energy costs in the district. nick smith has their story. >> we call come together. >> reporter: these students are part of livermore high school's green engineering academy. it's designed to promote hands on activity and offered to 60

students a year. they stormed formed an instant connection. >> we were able to learn together and have fun, making fun of each other. >> together they applied their skill to save tens of thousands of dollars in energy costs. >> you have to take a big difference. it's what you have to do. >> for example, this lamp is an older system, it's about one and a half inches in diameter and uses more energy than newer models. >> they can help us out with specific information. >> the project was made possible by pg&e's innovator pilots program where injuries are to do an energy audit. he was teamed to those that know the campus best.

news. beautiful day on tap. lisa argen will be along with a full accu-weather forecast. >> an unusual find in san francisco, part of the old city hall destroyed by the big quake and fire and after demolition more than a hundred years ago. crews discovered the ruins about two blocks where the current city hall now stands. >> people who stroll along the sidewalk along the civic center probably have no idea that below them is a piece of the past. when the great quake of 1906 strung, it left the city hall in ruins. it's dome became a symbol of the disaster. now crews involved in a landscaping project have made historic find. remnants of the old structure. crews were making room to plants a tree when they discovered this brick foundation.

>> what the earthquake didn't destroy, demolition crews shortly after did. so what we have here is foundations. it's brick on top of granite on top of enormous concrete ledge. >> rebecca is the specialist for the general services administration which owns the property. ruins are part of the eastern wing of what was city hall. entire building took 27 years to con struck. this section on hyde street actually withstood the quake. historian believes examining what is left could answer key questions about seismic safety. >> we may be able to learn something from these foundations about the last stages of construction that made this portion survive better. >> reporter: this spectacular new city hall was built in 1915

moon bay where visibility is improving. we will look for the fog not too far offshore. weak sea breeze will return this afternoon. take a look at 65 in livermore. 66 in antioch and 69 in fairfield and low 50s with the numbers coolest here in the north bay. 24-hour temperature change, everyone is warmer except for oakland, san rafael and santa rosa. waj trend is getting underway especially in east bay valleys where numbers will climb to the 90s. triple-digits not out of the question for tomorrow which should be the warmest day of the workweek. still going with hot temperatures inland, mild at our coast. rapid warmup underway today and spare-the-air day. this warm weather, temperatures well above average remain through tomorrow. a portion of our viewing area we'll get a piece of that again on tuesday. air quality from that live shot,

not so great here in the city but much worse if you are headed or living in the east bay. santa clara valley and north bay. definitely try to hold off mowing the lawn and barbecue. here is a look at atmosphere, high pressure to the north and south, the entire state in a really warm spell for the next several days. triple-digits for much of the mountains around kern county and los angeles warming up. in the days ahead, an area of low pressure will head our way. that will bring more of a sea breeze and heat release its grip and cooler temperatures. today at about 1:00, upper 70s in oakland climbing to a high of low to mid 80s in the afternoon. warm afternoon with numbers in the low 90s for santa rosa and napa. not too close for any records but we could get flirting with the records around livermore, perhaps tomorrow in east bay valleys. 82 in san mateo with 75

downtown. that fog offshore should get some sunshine and mid 60s for half moon bay today. look at santa cruz, really warming up to mid-80s. accu-weather seven-day forecast, shows very little change. few degrees warmer and couple degrees cooler on tuesday. by mid-week we have another air mass that is going to move on here. it looks like much cooler conditions. >> carolyn: i would assume we have to worry about fire danger in the early days. back in 1991 when they had the oakland hills fire in oakland. >> lisa: we don't have the gusty winds but warm. >> carolyn: there are a lot of offers out there that claim to be free, but they really aren't. in fact when an opportunity is free it's worth talking about. here is michael finney doing the talking.
